JDG completes CFO search for the Pension Benefit Guaranty Corporation

JDG is pleased to announce the selection of Deborah Chen as PBGC’s new CFO. Deborah is a distinguished finance executive with more than 18 years of experience leading budgeting, financial management, and strategic resource allocation across complex, large-scale organizations. Most recently, she served as Deputy Chief Financial Officer at the U.S. Small Business Administration, where she advised the Administrator, Chief Financial Officer, and senior executives on financial, budgetary, and credit matters. Her experience includes oversight of a nearly $454 billion loan portfolio, $276 billion in total assets, and $68 billion in budgetary resources, as well as leadership of financial reporting, audit readiness, credit modeling, and financial systems improvement.

Previously, as SBA’s Budget Director and Director of Data Analysis at U.S. Customs and Border Protection, Deborah directed the formulation and execution of substantial federal budgets, supported major COVID-19 response and recovery programs, and worked closely with OMB, Congress, Treasury, and other oversight organizations. She is recognized for translating complex financial information into actionable strategic guidance, strengthening organizational processes, and building high-performing teams. Deborah holds a Master of Public Administration with a concentration in Finance from the University of Georgia and a Bachelor of Arts in Economics from the University of Michigan.
