JDG begins 4 key executive searches for the Postal Regulatory Commission

JDG Associates, Executive Search Consultants, has been retained by The Postal Regulatory Commission (PRC) to find 4 key positions:
1. Contracting Officer
2. Deputy Secretary
3. Chief Data Officer
4. Chief Information Security Officer


With over 100 employees, the PRC is an independent agency responsible for overseeing the United States Postal Service. The PRC is at the forefront of ensuring transparency, accountability, and compliance with federal regulations.

Reporting to the Director, Office of Budget and Finance, the Contracting Officer will be responsible for the development, implementation, and management of the Commission’s current and future contracting processes and procedures.

Key duties:

  • Serve as a Contracting Officer for all Commission contracts and agreements for supplies and services in support of the Postal Regulatory Commission’s mission.
  • Assess current Commission contracting policies, processes, and procedures, advising the Director, OBF and other stakeholders across the Commission on ways to improve and implement best practices.
  • Works closely with subject program offices and COTRs throughout the procurement life cycle and advise senior leadership on matters pertaining to contracting actions.

JDG Associates has also been retained to find PRC’s Deputy Secretary. Reporting to and serving as a key advisor to the Commission’s Secretary and Chief Administrative Officer within the Office of Secretary and Administration (OSA), the Deputy Secretary provides expert analysis and guidance on operational activities and strategic initiatives. As a trusted advisor, the Deputy assists the Secretary in managing OSA, providing executive oversight of agency operations, policy development, compliance, audit management, budget oversight, and agency-wide communications.

Key duties:

  • Provides executive oversight of major programs to ensure they stay on track, within budget, and are aligned with strategic priorities.
  • Advises the Secretary and CAO on the performance of operations and oversees director-level managers responsible for key areas such as Human Resources, Information Technology, Data Management, Compliance, and Facilities.
  • Develops and establishes agency-wide operational policies and standard operating procedures.
  • Manages agency-wide strategic planning program, tracking progress, and risks. Oversees implementation of strategic goals in OSA, ensuring operational alignment.

JDG Associates has also been retained to find PRC’s Chief Data Officer (CDO). Reporting to the Commission’s Secretary and Chief Administrative Officer, the CDO role combines visionary leadership, technical expertise, industry knowledge, policy development, and change management. The CDO will assess and modernize legacy data practices to align with the Commission’s regulatory responsibilities over the United States Postal Service.
Key duties:

  • Serves as the lead strategist for data management, governance, and leveraging data for evidence-based regulation.
  • Oversees all aspects of the agency’s data management program, including infrastructure, internal and external governance, and data platform development.
  • Fosters relationships with internal and external stakeholders to achieve data management goals and regulatory compliance.

JDG Associates has also been retained to find PRC’s Chief Information Secutiry Officer (CISO). Reporting to the Commission’s Deputy Secretary, the CISO will continue the development of the PRC’s information security program and provide comprehensive management in the areas of information assurance, security, and privacy. Key duties:

  • Develops and leads change initiatives to improve and modernize the management and delivery of security for the Agency and builds consensus for a shared-understanding agency-wide of the critical importance of information technology security.
  • Serves as primary technical and programmatic authority on IT security threats, solutions, policies, and programs as well as establishes overall security goals and objectives, strategic and tactical plans, and budgets required.
  • Identifies program objectives, responds to emerging operational and security threats, addresses changing customer requirements, and interprets and implements policies.
