<p><strong><span style="text-decoration: underline;">Overview:</span></strong></p>
<p>The role of Director of Business Development will be to continue Performix’s growth trend and successfully expand its business base. The Director must be an entrepreneur who can compete successfully for existing, targeted opportunities while also identifying new ones. As the Business Development leader in a small company, the successful candidate will need to have experience leading and performing the business development process at all levels (i.e., proposal management/writing, capture, teaming).</p>
<p><strong><span style="text-decoration: underline;">Responsibilities:</span></strong></p>
<p>Reporting to the President of Performix Consulting, the Director of Business Development will be responsible for developing successful customer relationships, winning strategies for major short- and long-term contracts, and. achieving sustained, profitable, top line growth on an annual basis. This will entail identifying, qualifying, and capturing a book of business with one or more federal healthcare agencies.  He/she will leverage existing relationships at these agencies, build new ones, and sell the advantages of Performix solutions. The Director will work collaboratively with Performix proposal teams, assisting with the development of winning themes and solutions, to ensure the best possible outcomes. Other responsibilities include the following:</p>
<ul>
<li>Develop and maintain strong business relationships with Commercial and Federal Healthcare sector clients and key decision makers</li>
<li>Position Performix for bidding, including the following:<br />
- leveraging client relationships that you can bring with you to Performix<br />
- developing trusted relationships with current and future clients<br />
- developing teaming relationships with other vendors (teaming partners)<br />
- conducting competitive analysis<br />
- developing win strategy<br />
- establishing and maintaining an opportunity pipeline<br />
- working with capture and proposal teams to develop winning proposals</li>
</ul>
<p><strong><span style="text-decoration: underline;">Requirements:</span></strong></p>
<ul>
<li>Proven track record of successfully winning business, to include IDIQ/BPA contracts, with one or more federal healthcare agencies</li>
<li>Strong relationships with government and private industry decision makers</li>
<li>Demonstrated strong working knowledge of the Department of Health and Human Services and/or the Department of Defense Military Health System (MHS) and upcoming procurements</li>
<li>Working knowledge and experience with the Department of Veterans Affairs and upcoming procurements</li>
<li>A demonstrated ability to work collaboratively and to build successful alliances and teams</li>
<li>10+ years experience to include 5 &#8211; 6 years of business development</li>
</ul>

<p>Plan, develop and lead the assessment and evaluation of the current processes and practices that contribute to the Organization’s knowledge assets.</p>

<li>Evaluate current business processes with a focus on how to improve the way the Organization conducts its business.</li>
<li>Develop a strategic plan for content-driven knowledge management, enabling the organization to capture, organize, and apply its intellectual capital and knowledge assets.</li>
<li>Serve as the focal point and primary contact, and provide expert advice, guidance, and recommendations to senior-level executives in knowledge management processes and systems.</li>
<li>Develop knowledge management initiatives to capture knowledge embedded in databases, and knowledge created in social interactions among subject matter experts.</li>
<li>Develop and monitor critical metrics, tools, and processes for on-going evaluation of the impact of knowledge management on the Organization.</li>
<li>Maintain contact with high-level officials and customers who may require explanation/rationale for decisions and actions to assure their continued support, cooperation and participation.</li>
<li>Establish a governance structure to ensure adequate representation and buy-in from key stakeholders.</li>

<li>8+ years of experience developing and implementing an enterprise-wide knowledge management program strategy.</li>

<p><strong>Overview:</strong></p>
<p>The Vice President for Knowledge and Research is responsible for developing, implementing and evaluating an over-arching content strategy that will increase audience reach and engagement. As the aggregator of industry knowledge and trends for the built industry, this position provides practical, applied research to the members on various platforms in easy to understand language. By artfully tapping into the knowledge and expertise of the membership, the data collected in this department is used to produce products such as educational programs, articles for the magazine <em>Development</em> and NAIOP’s <em>Solutions Series</em>. As an authority on the industry, the Vice President must be able to build and sustain relationships with members, research academics and industry leaders in order to effectively identify everyday information as potential trends that will affect the industry.</p>
<p>Reporting to the Senior Vice President, the Vice President will work in concert with the Vice President for Marketing and Communications, Vice President for Education and the Digital Media Manager. The position supervises the Managing Editor/Research Director, Production Editor and a team of free-lance-writers, editors and researchers.</p>
<p><strong>Principal Responsibilities: </strong></p>
<p><strong>- </strong>Serves as liaison to the Industry Trends Task Force, Foundation Research committee and Distinguished Fellows Credentialing committee.<br />
- Develops, implements and continually evaluates enterprise-wide content strategy.<br />
- Oversees association research activities.<br />
- Serves as the Editor-in-Chief of <em>Development </em>magazine<em>,</em> enforcing editorial guidelines and standards for all content and creating and adhering to detailed productions schedules.<br />
- Sets the pace and agenda of editorial operations and drives traffic to content across multiple platforms.<br />
- Oversees the creation of taxonomies and metadata frameworks for grouping and tagging content to deliver personalized content.<br />
- Produces audio and video presentations, and as the on-camera personality, interviews industry experts and VIPs.<br />
- Evaluates and tracks website content through key performance indicators.<br />
- Manages the concept, content and production of online/on demand publications, including budget.</p>
<p><strong>Requirements:</strong></p>
<p>At least 15 years experience in content/editorial development role including developing and implementing strategic content plans. Must have impeccable writing, editing and proofreading skills, as well as strong interpersonal communication skills. An innate curiosity about “why” and “how” information impacts an industry is a must. Experience in commercial real estate or related industry is preferred, but not required. Experience with Web 2.0 technologies, social media and content management systems (CMS) is preferred as is previous on-air/on-audio broadcast experience. Public speaking experience a plus. Creative, passionate, open, agile, flexible, collegial, diplomatic and good business intelligence are indispensible traits for the successful candidate.</p>

<p><strong>Overview:</strong></p>
<p>The Food Economics Division (FED) is responsible for providing a program of economic research, monitoring and statistical indicators, and staff and policy analysis of consumer and food economic issues. Together, with the Administrator for the Economic Research Service (ERS), the Director formulates current and long-range policies and programs to carry out the Division&#8217;s mission. This includes:</p>
<p>• Developing and monitoring consumption determinants and trends; consumer demand for food quality, safety, and nutrition; food security; food prices; market competition; vertical coordination; nutrition education and food assistance programs; and food safety regulations.</p>
<p>• Conducting special analysis of consumer food and nutrition.</p>
<p>• Assessing the technological, economic, and institutional forces which influence consumer and food economic issues.</p>
<p>The research and analytical reports that are produced serve as sources of authoritative technical economic information relied on by the Department, other federal, state and local agencies, and the Congress in their policy and program design, analysis, and evaluation. Therefore, the reports have direct impact on both domestic and international economics concerning food. The Division&#8217;s product and output is utilized by domestic governments, national organizations, private sector business and industry and by individuals in shaping fundamental decisions on food economic issues.</p>
<p><strong>Responsibilities:</strong></p>
<p>The Director manages and directs the program in the following areas:</p>
<p>• Analyzing consumer behavior and food choices, including research regarding the socio-demographic and economic determinants of food and nutrient consumption; consumer valuation of quality, safety, and nutrition characteristics; and the role of information in determining food choices.</p>
<p>• Examining food assistance and nutrition programs, nutritional adequacy of diets, and food security, including costs and benefits of food assistance and nutrition programs, program and policy alternatives, the extent and social cost of food insecurity, and the role of food assistance in meeting larger goals of welfare programs.</p>
<p>• Analyzing the food processing and distribution sector, including the ability of the sector to meet changing consumer demand; the effect of government market interventions to facilitate that response; and the effect of government interventions and rapid changes in the sector on consumer and producer welfare.</p>
<p>• Analyzing food safety issues, including consumer benefits from risk reduction, production tradeoffs in reducing hazards, impact of proposed regulations and international harmonization, and policy alternatives.</p>
<p>• Developing and monitoring indicators of individual, household, and market level food consumption, expenditures, and nutrients; food marketing costs, marketing margins, and farm-retail price spreads; and food safety hazards, their effects and mitigation.</p>
<p>The Director will assume immediate responsibility for preparing, justifying and executing the Division’s budget, and for its internal organization and staffing structure. The incumbent will guide and direct assigned staff. He/She will also establish and maintain personnel policies and practices to assure effective utilization of personnel resources and a working climate conducive to high productivity and morale. The Director will provide leadership in the area of Equal Employment Opportunity and assure compliance with related federal, Office of Personnel Management, Departmental, and ERS policies and procedures.</p>
<p>The Director will represent, and speak for, the Division and Agency in conferences, hearings, and public meetings with Heads of other Departmental Agencies and Officials of the Office of the Secretary, other federal agencies, state and local governments and institutions, international organizations and institutions, and Members of Congress and congressional committee staff. The incumbent will meet frequently with groups and individuals representing organizations and institutions to confer and advise on problems and programs related to economic research and analysis.</p>

<p>The Director, Food Economics Division must possess:</p>
<p>• Knowledge of economic and social science theories and methods of research and their application to the problems of the agriculture and food sector, diet and health safety, food safety, trade and the estimation and forecasting of food consumption and economic variables.</p>
<p>• Ability to coordinate technical and policy matters among large groups of professionals and specialists, representing both governmental and private sector interests.</p>
<p>• Ability to communicate technical economic and statistical facts, orally and in writing, to top officials or individuals who are not professionally trained in economics.</p>

<p><strong>Overview:</strong></p>
<p>The Director of the Market and Trade Economics Division (MTED) is responsible for a program of economic research, intelligence gathering, analysis, and data development and dissemination focused on commodity markets and trade in food and agricultural products.</p>
<p>The ERS Administrator and Director of MTED strategically plan current and long-range policies and programs to carry out the Division&#8217;s economic research, market monitoring and analysis, data and statistical indicators, and staff and policy analysis of domestic and international markets and trade.</p>
<p>The Director provides intellectual leadership by developing and clearly articulating to Division management and staff a “vision” of how the Division’s activities will fill important knowledge gaps, while addressing Agency and USDA priorities. The individual strives for a Division research program that directly addresses policy-relevant issues, focuses on the contributions that economics can make to those issues’ illumination, and makes the best use of ERS’ comparative advantages.</p>
<p>The research and analytical reports that are produced serve as sources of authoritative technical economic information relied on by the Department, other federal, state and local agencies, and the Congress in their policy and program design, analysis, and evaluation. Therefore, the reports have direct impact on both domestic and international economics concerning food. The Division&#8217;s product and output is utilized by domestic governments, national organizations, private sector business and industry and by individuals in shaping fundamental decisions on food economic issues.</p>
<p><strong>Responsibilities:</strong></p>
<p>The primary program functions include:</p>
<p>• Analyzing domestic and international markets, including supply and demand relationships, trade patterns, macro-economic conditions, global food security, bioenergy developments, and regulations; producing indicators of domestic and international market developments, and developing short-, medium-, and long-term market forecasts of domestic and world commodity markets.</p>
<p>• Assessing the technological, economic, and institutional forces influencing U.S. and world markets, including domestic policies of the U.S. and major trading partners and competitors, production and bioenergy technologies, global economic development and income growth, demographic changes, and the changes in the structure of financial and commodity markets.</p>
<p>• Developing, updating and employing sectoral, general equilibrium, and other models for use in generating impact analyses.</p>
<p>• Conducting special analyses of scenarios for policy officials as assistance to trade negotiation efforts.</p>
<p>The incumbent manages and directs an integrated program of economic research, market analysis, data development and associated staff work to assure professionally-credible, high-quality research and analysis in the following areas:</p>
<p>• Global markets. Research into the evolving structure of U.S. and global product markets (food, feed, fuel and fiber) and the effects on U.S. trade, integrating diverse data sets to provide a clear picture of changes in producer, consumer and business (processors and traders) behavior, market trends, and their effects on global markets.</p>
<p>• International trade policy. Research and analysis on the effects of changing trade policies, including non tariff measures, and their effects on U.S. global markets and U.S. trade. Analytic support to the process of notifying U.S. policies to the World Trade Organization, and the preparation of Producer Support Equivalents and Aggregate Measures of Support. High level analytical support for U.S. trade negotiators.</p>
<p>• Domestic policies and agricultural markets. Research on the effects of government policies, including macro and energy policy as well as more traditional sectoral policies, on commodity markets. Research and analysis on foreign agricultural, economic, policy and institutional developments and their relationship to world supply, demand, and trade.</p>
<p>• Market Outlook and Forecasting. MTED operates an agency-wide outlook program to analyze market conditions for major agricultural products, prepares forecasts for key market indicators, and supports the development of official USDA forecasts and long term projections in coordination with the USDA’s World Agricultural Outlook Board, Foreign Agricultural Service, and Farm Service Agency in an Interagency Commodity Estimates Committees. Output includes: models and high quality forecasting methodology; estimates and forecasts of global food security; periodic outlook reports.</p>
<p>• Data. Maintenance of secondary databases, development of derived data, and the effective dissemination of relevant data to users of the agency’s data-based analytical findings. Assurance of high information quality standards.</p>
<p>• Cross Division Analysis. Assuring that commodity and trade policy are viewed and analyzed in light of natural resources and environmental policy, food safety and public health policy goals and regulations, and other related circumstances and events.</p>
